There is no other one-step energy saving outlet cover that provides an airtight seal around the outlet and the entire wall plate.

 Place the AC DraftShield outlet cover over the outlet and firmly insert the plug lock through the perforations in the outlet cover to keep the cover in place.

If your outlet is currently in use - simple remove the plug(s) from the outlet, place the AC DraftShield outlet cover over the outlet and firmly insert the plug(s) back into the outlet through the perforations in the outlet cover.
